Job Overview

The Think Tank Initiative is a new multi donor program to support independent policy research organizations in developing regions.  Initially focused on selected countries in East Africa, West Africa, South Asia and Latin America, the Program intends to strengthen a select group of independent policy research organizations, such that these organizations are providing objective, high-quality research that both informs and influences economic and social policies related to growth, equity and poverty reduction.  The Program will provide long-term general support funding to qualifying organizations, along with access to funds for training, technical assistance and mentoring to allow them to confront key challenges facing their organizations. Based in New Delhi, India, the Senior Program Officer, under the guidance of the Program Leader and the Regional Office Director, will manage the activities of the Initiative in South Asia.  Specifically, responsibilities will include coordinating the grant application and selection process, monitoring awarded grants, managing organizational development funds, and mentoring and supporting grantees with respect to organizational development issues.


Candidate Profile

Education

  • PhD or a Masters in a relevant social science discipline such as international development, economics, or public administration


  • Experience

  • Five years related experience in managing and conducting policy research and project management
  • Experience working in developing regions
  • Experience in an independent policy research organization an asset


  • Language

  • A superior knowledge of English is essential for this position

  •  

    Knowledge

  • Knowledge of economic and social policy issues in South Asia
  • Knowledge of organizational development issues (e.g. human resources development, financial management, strategic planning, fundraising, etc.)
  • Knowledge of the research environment in the region targeted by the Program


  • Competencies

  • Excellent interpersonal and communication skills
  • Strong planning, organization, problem-solving, coordination and negotiation skills under pressure when deadlines must be met
  • Good analytical and writing skills
  • Ability to provide specialized advice and guidance to external clients
  • Ability to work in a multidisciplinary team including diverse cultures, expertise and experiences
  • Capacity for increased initiative, independent action and program level responsibility
  • Awareness and sensitivity towards individual, gender and cultural differences


  • Additional Information

    This position requires a willingness to travel internationally, an average of 60 days per year.
